When I got my RT a few months ago I had two bits of webbing straps in the panniers obviously to hold pannier bags in place. As all the bits weren't there I looked at some other bikes at the dealers they had two elastic straps top and bottom with a clip to hold them together. When I looked in my panniers one of the clips (top rear on both sides) is broken. If I got replacement straps from the dealer would riveting using thin washers either side be ok ok to hold that one end of the strap. Hoping to do this soon ready for a weekend away with the better half and want to keep my nice new pannier bags in place.

I just wouldnt bother. Having had 2 different types over the last 10 years I expect I have used them more than twice. If you use inner bags they just get in the way.

Agree with both the above, if you use inner bags, the elastic straps just get in the way, have considered removing mine.
