R1250RT rider seat tilted forward
I you find the stock R1250RT seat being tilted forward rather uncomfortable, it is possible to install the seat while the height adjustment bracket is in upper position, but the rear of the seat is locked in lower position.
1. Install the height adjustment bracket in upper position.
2. Replace two rubber bumpers on the height adjustment bracket with new ones with offset center hole. They can be found in Amazon as components of BMW R1250RT seat lowering kit.
3. Rotate the bumpers so the seat may be installed as far forward as possible. 4. While installing the seat, as if you would normally, push it forward (require some pushing) to lock its rear end in lower position.

I tried this (along with a space under the rear brackets) as a cheap seat raising trick, and yes it can be made to work, but only for a short time. I glued my lowering bungs upside down, everything fitted and all seemed okay for a couple of rides, then thump, I hit a bump and down the bungs rotated to their natural 'low' position. Maybe I should have used better glue, maybe I could have tried drilling and putting a bolt through them, nah I couldn't be bothered and gave it up as a daft idea. Good luck.

The trick is in orientation of rubber bumpers on the height adjustment bracket installed in upper position, and locking the latch at the rear end of the seat in lower position. This way the rubber bumpers are staying in place without glue. I took some pictures for clarification.
1. Side-by-side comparison of OEM (left) rubber bumper and off center rubber bumper from Amazon.
2. Installation orientation of off-center rubber bumper.
3. Front of the seat installed.
4. Note Upper and Lower Position grooves. I am installing the seat pegs in Lower Position grooves.
5. Push the seat forward and down to lock the latch on Lower Locking position.
6. Seat locks in lower locking position.
7. Overall result - the front of the seat is in upper position and the rear of the seat is in lower position.

I do not believe there is a lower & upper position for the rear of the seat. There is only one metal rod. If I try to use the plastic 'lower' setting as you suggest, the seat does not lock correctly & is loose.

No. As stated, seat does not latch properly & is loose when attempting to use the plastic portion.
Can you cite a passage in the manual that supports what you believe to be 2 positions for the rear of the seat?

The seat should be locked on the metal rod. It is the key point in my instruction, which I call "Lower Locking", see pic 5.
You may call it anything you want. And if you believe that there is no upper and lower position for the rear of the seat, it makes no difference, as long as the seat is locked on the METAL ROD.
The pic 6 shows the ruler placed on the seat for reference, if my instruction is followed correctly. The measurement should be approximately 3.8 in.
As for the passage in the manual, there would not be any need for my posting, if such information was in the manual. I can only refer you to pic 4, where I show points of installation of the rider seat pegs in upper and lower position at the rear end of the seat.

Hopefully these pics will show it with the seat off the bike and in the high and low position
There is also two points the front seat sits in on the rear seat one for high one for low
The difference is pretty clear on mine between high and low position especially with the dirty witness mark as to where the seat normally is

I spent some hours on my seat setup and can say, I am not considering purchasing expensive aftermarket seats any more. At least for now. If over time I encounter any issues, I will report them here. But for now, the seat feels flat. I can comfortably utilize the middle and rear portions of the seat without sliding forward. When I am on the middle portion of the seat, I can roll my body forward and lean on the tank for more sporty posture, or roll back and shift the weight to the tail bone for more relaxed riding posture, which makes other parts of the body quite happy.
Hope this info will make R1250RT riding experience more pleasant... for those who interested.
