That map update version must be locale specific.
My Garmin Express updated to the version mentioned here, but the Australia map is still at 2018.10

Agreed. Must just be a North America thing. Slightly odd move by Garmin though. Is there going to be a 2018.20 +1 when they remember Europe.

Trying to update Garmin Express from 5.4.1.0 to 5.5.0.0, download fails, any ideas why or what to do?

Re-installing Garmin Express seems to have done the trick, all now up to date.
