brake light turns on when the bike is on, does not turn off?

Good evening everyone,  2008 r1200rt the brake light does not turn off.  would it be an abs sensor or wiring issue?

Foreign object between rear brake lever and the rest stop?
Caked mud or foreign object jamming rear master cylinder and/or switch?
