Would a 3 amp output be safe to use on a 19 Ah or less motorcycle battery.
Was always led to believe that the charging rate should not exceed 1/10th of the battery Ah capacity, in this case 1.9 amps.

Should not be a problem....3A is the max available output; actual amperage is determined by the microprocessor in the charger.
I’ve used a variety of Deltran Battery Tenders on our RTs, K1600s and Harley and never had a problem.
