Its a mystery

Could anyone please tell me why there would be fuel leaking out of a screwhole that holds the fuel regulator in place? Please see attached photo.
I've also taken video of me cleaning around the hole and the fuel appearing again but I cant upload it.

Difficult to tell from the photo but is that a hairline crack at 6 o'clock below the screw hole.

Thats a great spot and bears a closer physical examination. It does apear to be a crack, not visable with the naked eye, or at least with my poor eye sight. Will zoom in on it tomorrow to make sure its not unintentional trick photography.
