New fuel pump controller makes a beeping sound

My R1200RT, 2009 model, was unused for over a year. This year, it will not start. The GS-911 diagnostic tool reported a problem with the fuel controller, and the fuel pump did not work, so I replaced the fuel controller. Now, when I use the GS-911 to manually start the fuel pump, it makes a clear beep, like some sort of warning signal, and still doesn't start.

I'm not sure what this means. Any insight from someone with more experience would be appreciated.
