LC Engine Surging Under Light Load

I've only had it a few days. According to the service records, it has only been ridden about 400 miles in the last 3 years. It only went 200 miles in the past 2 years, so I thought it could use some fresh gas. I siphoned as much as I could (2 bars left) and refilled with premium. It doesn't seem to run much different. When cruising along at 35 mph in 3rd gear, it feels like it's speeding up and slowing down slightly. If I idle in 1st gear such as while doing low speed maneuvers, it seems to buck and stutter a bit. Idling with the clutch pulled in is smooth, as is accelerating. Is this normal for a 2016 RT? It needs an oil and FD oil change (parts ordered) but everything else seems up to date.
