New to RT-P how to mount brackets and hardware for panniers?

Hi!
I am new to the RT-P... I got a good deal on a used bike which had a lot of problems which I have been sorting out over the last few months.
I live in Southern California along the San Gabriel mountain foothills.
I will have questions!
