Off road to on road

How hard is it to bring an off-road 4-stroke scrambler bike to road legality in the UK?. The bike in question is a 2017 KTM 690. never been road registered or raced. The chap used to just ride around his very large back garden for fun. He pased 4 months ago and I knew him and his wife very well. I have first dibs, or I will help her sell it for a good price. It has factory-fitted lights, i.e., crap headlamp, rear tail, and brake lamps, but no turn signals or switches for them. If it is possible to make road legal i would need a side stand(don't need one for mot), a speedo with warning lights. This is easy with a Chinese GPS unit and road tyres.
So could it been done? I have called some dealers, and some said no, and others said as long as it has a frame and engine number, yes
Trust me I am a retired Doctor and lecturer at Oxford University of Structural and Mechanical/Electrical engineering.

I had a YZ490 way back fitted with crap lights but it had a mot and was road legal, the motocross shop I bought it from got it motd etc.
