I just got back from a trip to the Picos too, had a fantastic time but agree it was hot. Got a slow puncture on the last day and just managed to limp off the ferry!
We stayed in the Paradors at Fuente De and Cangas de Onis which were v.pleasant and kept the missus happy! At Cangas the RR Owners Club were staying, they had been on tour to Portugal and we're all going strong!

That's pretty close to my experience when sharing a room with my brother. My wife has rather more expensive taste in hotels and restaurants than my brother, so the doubling up is easily achieved !
Its not exactly rocket science to work out. You know how much hotels cost, budget or higher cost, or camp. You know how much chunnel or ferry costs. You know how many miles your bike does to a gallon or litre, so calculate the mileage you expect to do etc. Add on cost of motorway tolls, you can put in your route on something like Via Michelin, it will tell you tolls, if using Piage motorways. Then think about how much you want to spend on food per night, again budget easily sorted by using google. Job done.

I did notice, on my recent trip through France to the South of Spain that food and accommodation was significantly cheaper in Spain than in France, for what that's worth .....
Got a tip years ago which seems to work well. On the day before the trip, lay out your clothes and money on the bed. Take half the clothes and twice the cash and you should be about right.
